Position: SECTION SCOUTER

Selected then appointed annually by the Group Commissioner

Time Required:

4-6 hours per month (in addition to time required as a leader) leading, managing and administering the Section, and attending Group Committee meetings.

Scope of Position:

The Section Scouter is recognized as the principle point of contact for the Section and assumes the leadership of the Section. This position requires working as part of the Group Committee representing the Section Leadership teams so they can gain approval to conduct respective programs in accordance with guidelines in Section level program handbooks, By-Law, Policies and Procedures and Venturer and Rover By-laws.

Responsibilities:

  • Provide an essential link between Section leaders and the Group Committee.
  • Be the conduit for rapid communication and response providing a direct avenue for servicing and the passage of information in both directions.
  • Ensure the delivery of Scouts Canada's programs in accordance with its Mission and Principles, which meet Scouts Canada's Program Standards and are in keeping with the goals and ideals of the Partner/Sponsor.
  • Ensure compliance with all Policies and Procedures of Scouts Canada.
  • Establish and maintain positive relationships with youth, parents and leaders.

Activity Program:

  • Working with other Section leaders, parent volunteers and the youth, develop an annual activity plan, quarterly activity plans and detailed monthly activity plans.
  • Regularly meet with leaders to monitor progress in achieving Program Standards and provide assistance where possible.
  • Ensure all guidelines, practices and procedures pertaining to risk management and the safety of members is strictly adhered to.
  • Ensure all necessary activity paperwork is completed and provided to the Group Commissioner, especially applications to conduct outdoor activities and camps.
  • Identify/engage external resources as required so that Section activities can be achieved.

Youth Membership:

  • Work with the Group Registrar and Group Administrator to implement the youth recruiting drives.
  • Work with other Section Scouters to implement linking activities to foster the continued youth progression to the next senior Section.

Communication:

  • Represent the Section as a member of the Group Committee and provide monthly reports on the program status of the Section.
  • Ensures that a regular means of communication (telephone, newsletter and email) is implemented with Section leaders and parents.

Program Evaluation:

  • Ensure compliance and achievement with Scouts Canada's Policies, Procedures and Program Standards.
  • Regularly meet with leaders to monitor progress in achieving Program Standards and provide assistance where possible.
  • Prepare and submit the Section Annual Review which must include an evaluation of achievement of Program Standards and Section Annual Activity Plan goals.

Volunteer Recruitment and Development Strategy:

  • Selectively recruit:
    • Section leaders (ensure that prospective leaders complete an application and arrange for an interview with the Group Commissioner).
    • Other adults to assist in the delivery of program activities or to assist with the management of the Section.
  • Ensure that all new leaders are provided with a mentor.
  • Ensure thal all new leaders and parent volunteers are provided an appropriate orientation and duty of care briefing.
  • Identify the developmental needs of Section leaders and parent volunteers and arrange for required training.
  • Recommend to the Group Committee leaders and parent volunteers who are deserving of official recognition (Scouts Canada Award system).

Qualifications:

The ideal candidate will have:

  • Two or more years experience as a Leader.
  • Completed Wood Badge Basic for one or more Sections.
  • other qualifications as specified in the job descriptions for their respective Section.
